Make sure to visit and interview whether or not its optional. Make your essay stand out, its one of the few things that can since most people applying here have the 4.0 GPA or great SAT scores. Make your resume interesting, put down EVERYTHING you did and make sure you can talk about it.

You need to appear passionate about your prospective major through your past activities and academic pursuits. Being anything different than someone from the Northeast or someone who is white or asian will definitely be a plus. You should be really driven and competitive and not afraid to admit that you enjoy a fast paced urban setting. Pretty much if you're anal, ruthless, and see yourself as the mistaken reject at Harvard, Princeton, Yale, and Stanford, then come to Penn to reassert your status over the world at the Ivy league institution with no name recognition.

I was in charge of everything in my high school, as well as balancing three year-round varsity sports and a job working for the county executive. I moved across the country in the middle of high school, and (obviously) adapted to it well. My mother had cancer, I was active in church, and I had taken 11 APs by the end of high school. Oh, and I clearly love to learn and did well in school.

I don't think any of that would have gotten me sh*t if I hadn't had a good interview. Seriously, God gave me two hour of hilarity, and the lady loved me. ROCK YOUR INTERVIEW!

Haha... oh yes, and being a varsity athletic recruit never hurt anyone either. I was a rowing recruit. Don't worry! You're allowed to quit if you don't like it!! (I quit, no harm done). But, seriously, you can have like 1100 SATs and still get admitted to any Ivy league institution if you run, hit, push, pull, or swim hard enough.

I think I got in partially on demographics (which I doubt you can change unless you decide to all of a sudden move to Wyoming or Iowa or something...no offense to people from those states; I come from an underrepresented state too). Also, I would recommend really working on your essays; I'm sure you've heard this before, but have some teachers look at it. Strong recommendations help; try to ask people who might be more eloquent about your characteristics, but also think about who knows you well.
